GUIDELINES FOR USE OF ONLINE SECOND APPEAL PORTAL

State Information Commission

  • This Web Portal can be used by Indian citizens to file online second appeal application under the Right to InformationAct-2005. The payment of the prescribed fees can also be made online on this portal.
  • At present, only those appellants who have applied /will be applying for any information under the RTI Act 2005 to the following Mantralaya Departments or Public Authorities under these departments of the Government of Maharashtra which are in Mumbai and Mumbai suburban districts and are within jurisdiction of State Information Commission, Greater Mumbai can make second appeal application through this Web Portal to State Information Commission, Greater Mumbai.

  • At present the facility of filing of the online Second Appeal application is available only for State Information Commission, Greater Mumbai and State Information Commission, Mumbai. Other State Information Commissions will be taken up in subsequent phases.
  • On clicking at "Submit Request", the appellant has to fill the required details on the page that will appear.  The fields marked * are mandatory while the others are optional.
  • The text of the application may be written in the prescribed column. At present, the text to be entered in the prescribed column is limited to 150 words only.
  • In case an application contains more than 150 words, it can be uploaded as an attachment, by using column "Supporting document"
  • After filling the first page, a Non-BPL appellant will be directed to the Payment Page on the portal. The appellant then has to click on "Make Payment" to make payment of the prescribed second appeal fee.
  • The appellant can pay the second appeal fee through the following modes: i. Internet banking; ii. ATM cum Debit Cards iii. Credit Cards (Master/Visa)
  • Fee for making a second appeal application is as prescribed in the RTI Rules, 2012.
  • After making payment, second appeal application will be finally submitted and a unique registration number would be generated which will be sent to the appellant by SMS and e-mail and can be referred by the appellant for future references.
  • No second appeal fee is required to be paid by any citizen who is below poverty line as per RTI Rules, 2012. However, the appellant must attach a copy of the certificate issued by the appropriate government authority in this regard, along with the second appeal application.
  • The second appeal application filed through this Web Portal would reach electronically to the concerned "Nodal Officer" of concerned State Information Commission, Greater Mumbai, who would transmit the Second Appeal application electronically to the concerned Assistant Section Officer of State Information Commission, Greater Mumbai.
  • In case additional documents are required, State Information Commission, Greater Mumbai would intimate the appellant through this portal. This intimation can be seen by the appellant through Status Report or through his/her e-mail alert.
  • The registration number of second appeal application has to be used for further reference.
  • As per RTI Act Rules, 2012 for Maharashtra, fee of Rs 20/- has to be paid for Second Appeal.

  • At present, an appellant can see the following status : (ii) Additional documents, if required. (iii) Replied on.
  • The Appellant should submit his/her mobile number & e-mail id to receive SMS alert.
  • All the requirements for filing second appeal application as well as other provisions regarding time limit, exemptions etc., as provided in the RTI Act, 2005 will continue to apply.
